What is this for?

It is onion that has already been sliced and deep-fried, so it goes into a dish in place of the twenty to forty minutes of slow frying that browned onion normally costs. It is used as a garnish scattered over biryani, pulao and haleem, stirred through a marinade or gravy, or blended into a base.

How do I get it crisp again?

A few minutes in a low oven, spread out in a single layer, then cooled completely before it goes back in the jar. It softens because it has picked up moisture from the air, and warming drives that off - but sealing it while still warm traps steam and puts you straight back where you started.

Can I use it instead of frying my own?

For most purposes, yes, and that is the point of it. The texture is not identical to onion you have browned yourself in the pan and some cooks prefer their own for a gravy base, but for a garnish or a marinade it does the same job without the time at the stove.
