What is it used for?

Is the block the same as tamarind concentrate or paste?
No, and they do not swap one-for-one. Concentrate is already extracted and reduced, so it is far stronger by volume and usually darker and more one-note. A recipe written for block tamarind will be badly over-soured if you measure concentrate into it by the same spoon. Start with a fraction and taste.
There is a white bloom on it, or it has gone very dark. Is it off?
Usually not. Tamarind darkens as it ages and can develop a light surface bloom or sugar crystals, and neither means spoilage. A sharp fermented smell, fuzzy mould or a sticky wet patch does, and in that case it goes.
How should I store it?
Sealed airtight, cool and dry. An opened block dries out and hardens in air, and it will pick up cupboard smells. Some households keep it in the fridge in warm weather; whether the manufacturer recommends that is on the pack.
