What is an Osmania biscuit?
A small, pale, soft-crumbed biscuit from Hyderabad, salty and sweet at once. It comes out of the Irani cafe tradition there and is eaten with tea.
Why is it both salty and sweet?
Because that is the recipe, and it is the whole character of the biscuit. The salt is not an accident or a mistake in the batch -- the balance between the two is what people are buying it for, and it is what distinguishes it from an ordinary sweet tea biscuit.
Where does the name come from?
From the Osmania association in Hyderabad. Over time it attached to the biscuit itself rather than to any single bakery, so different makers all sell an Osmania biscuit and each version differs a little.

They come from the same cafe tradition in the same city and the terms get used loosely and interchangeably. Osmania is the more specific name for this salty-sweet, soft-crumbed style.
